Public Organization the “Ukrainian Association of Polygraph Examiners” (UAPE)

Was established on November 11, 2014. The UAPE is the largest professional organization of Ukrainian polygraph examiners and one of the largest in Europe, based on the number of active members. We are the best in our field! In Ukraine, the profession of «Polygraph Examiner» has been official since 2010, when it was included in the National Classifier of Occupations. The UAPE Register of Polygraph Examiners includes over 300 specialists. Each of them is a member of our NGO and actively works in the profession. We have regional offices and provide high-quality services in conducting polygraph examinations and forensic expert assessments in all regions of Ukraine. The UAPE Forensic Expert Council consists of 14 certified forensic experts included in the state register. The UAPE Scientific and Methodological Council is made up of reputable, recognized scholars in the field of polygraphy.

CORE VALUES AND MISSION:

  • Development of the “polygraph examiner” profession by providing quality training and education for new polygraph examiners, as well as professional resources for the continued growth of the current professionals through continued education and training;
  • Organize, lead and participate in scientific and practice-based events, including but not limited to round tables, seminars, and conferences, dedicated to or related to the most up-to-date training and information on advances in the polygraph profession;
  • Development, improvement and implementation of the latest technologies into practice of Ukrainian polygraph examiners;
  • Consulting, expert assistance and direct participation in the development of regulatory and legal support for the polygraph examiners’ practice;
  • Organization and administration of large group testing, including through use of teams of polygraph examiners, transfer of the testing to colleagues from other administrative districts and countries;
  • Popularization of polygraph profession in society, education of general populace on the subject of the actual purpose and benefits of polygraph testing, expansion of the customer base for polygraph examinations;
  • Addressing matters involving discreditation of the profession, violation of moral and ethical norms and violation of methodological requirements by unethical/dishonest examiners;
  • Protection of legal rights of polygraph examiners, investigation of unfounded allegations of misconduct, and necessary assistance in the event of such accusations.

and Odesa Mechnikov National University sign an agreement and commence preparation of polygraph examiners.

2016

The UAPE officially participates

in preparing procedures for conducting psychophysiological examination using polygraph by the Government Bureau of Investigations (GBI).

2017

The Government Standard of Ukraine GSTU 8692:2016

Polygraph. Technical Requirements” was implemented. The UAPE actively participated in the development of the aforementioned GSTU.

2018

The UAPE organizes

the largest event in history of European polygraph examination – 943 candidates for the GBI underwent polygraph testing. 2019 – The first in Ukraine professional textbook “Poligraphology” was published on the basis of UAPE practice and research.

2021

The UAPE participated

in administering polygraphs exams for the candidates for management position in the SAPO (Specialized Anti-Corruption Prosecutor’s Office).

2022

The UAPE introduced

first standard questionaries for individuals suspected of treason «Українське фільтраційне» (“Ukrainian Filtration”) and «Крот» (“Mole”).

2023

Based on UAPE

research and practice, a fist in Ukraine monograph “Methodology Of Detection Of Deception Through Polygraph Examinations” was written and published.

2024

The Government Standard of Ukraine GSTU 9266:2023

Polygraph. Forensic Psychological Examination. Use of Polygraph.” was implemented.

2025

Reorganization of the UAPE

through necessary changes. The UAPE confirms its status as the largest professional organization of polygraph examiners of Ukraine.

Over the past ten (10) years, in partnership with Odesa Mechnikov National University, the UAPE conducted eight (8) scientific and practice-based conferences and trained over 500 Ukrainian polygraph examiners.
Members of the UAPE have administered thousands of high-quality polygraph exams, performed hundreds of forensic psychological examinations using computerized polygraph.
The UAPE has branches in all regions of Ukraine.
Our polygraph examiners also work in majority of European countries, as well as outside Europe.
We will provide qualified polygraph testing of any level of complexity, including forensic psychological examinations using a polygraph, in a city of your choosing and involving any number of individuals requested.

UAPE MEMBERS’ QUALIFICATIONS:
• Have post-graduate degree as a polygraph examiner, obtained at a higher educational institution.
• In performing their work, the examiners strictly adhere to their chosen standardized methodology.
• Forensic phycological examinations are performed by using computerized polygraph and are conducted by certified forensic experts – members of the UAPE.

What is the role and unique value of UAP polygraph examiners in the business sector?

Today, the Ukrainian Polygraph School is the largest and most powerful community of polygraph examiners in Ukraine.
