Main tasks of the Scientific and Methodological Council:

The Scientific and Methodological Council of the UAPE includes members of the UAPE with scientific degrees, including scientists and professors of higher education, who are engaged in scientific, educational and methodological activities in the field of applied psychophysiology, psychology and jurisprudence, and are authors of scientific works in their respective field.

The main areas of practice of the Scientific and Methodological Council of the UAPE are:
– Promoting scientific research;
– Examining and reviewing scientific works, as well as providing recommendations for publication;
– Improving methodological support in the field of polygraphology;
– Establishing collaboration with educational and scientific institutions;
– Accreditation and monitoring of polygraph education in schools operating under the auspices of the UAPE;
– Analysis of contentious situations, arbitration of such situations, and submission of arbitration decisions to the UAPE Board.

Scientific research:
– promoting scientific research in the field of applied psychophysiology, legal psychology and forensics;
– analysis of the effectiveness of the existing methods of detection of deception, identification of their strengths and weaknesses;
– expert assessment of scientific works in the field of polygraphology, quality control of scientific publications and recommendation for their publication;
– review of scientific articles, dissertations and other research papers in the field of polygraphology, as well as assessment of scientific novelty and practical significance of such research;
– publication of scientific research results.

Development and improvement of methodological support for polygraphological activities:
– creation, approval and implementation of new methods and test formats for conducting polygraph examinations;
– unification and standardization of examinations;
– adaptation of international experience in conducting polygraph testing;
– development of methodological recommendations for the use of polygraph in various fields of practice, preparation of instructions and other materials for polygraph examiners;
– creation and update of the polygraphology knowledge base.

Organization of scientific events and collaboration with educational and scientific institutions:
– holding conferences, seminars, round tables and other events to exchange experience and engage in discussions of topical issues in the field of polygraph examination;
– establishing and maintaining professional relations with scientific and research institutions, higher education institutions, and various other organizations in Ukraine and abroad. Executing memorandums of cooperation, as well as, joint research and exchange of scientific information with aforementioned organizations;
– popularization of scientific knowledge, holding lectures and presentations for a widespread audience on polygraph examination.

Training and continued education of polygraph examiners:
– participation in the development and implementation of training and continued education for polygraph examiners;
– organization of internships and methodological support for novice polygraph examiners;
– development and approval of accreditation standards and accreditation of polygraph examiner schools operating under the auspices of the UAPE;
– monitoring the quality of education at the schools accredited by the UAPE, developing recommendations for improving their educational process.

Analysis of contentious situations pertaining to compliance with methodological requirements:
– development and implementation of objective and impartial procedures for validating the activities of polygraph examiners;
– analysis of specific cases or analysis of the activities of a specific polygraph examiner to determine the presence or absence of violations;
– arbitration of contentious situations related to compliance by polygraph examiners with methodological and ethical requirements;
– submission of decisions to the UAPE Board based on the results of analysis and arbitration of the aforementioned situations.

Chairman of the Scientific and Methodological Council of the Ukrainian Association of Polygraph Examiners (UAPE), member of the UAPE since 2017, renowned forensic scientist, Doctor of Law, Professor, Head of the Department of Criminalistics at Yaroslav Mudryi National Law University. He is an Academic Secretary of the Coordination Bureau on Issues of Criminalistics , Forensic Examination, and Legal Psychology within the Department of Criminal Law Sciences of the National Academy of Legal Sciences of Ukraine, he is also a leading researcher at the Laboratory for the Use of Modern Scientific and Technological Advances in the Fight Against Crime”  at the Research Institute for the Study of Crime Problems named after Academician V. V. Stashys of the National Academy of Legal Sciences of Ukraine.
