Sexual exploitation of the polygraph as a trend of NAPU

In the 1st century AD, the Roman emperor Vespasian introduced a tax on public toilets. When his son Titus reprimanded him for the shame of the source of income, Vespasian brought the coin obtained from the «toilet» tax to his son’s nose and asked if it smelled? Titus replied – no. Since then, the behavior of people who do not care about the source of income is often characterized briefly: money does not smell!

Money may not smell, but Vespasian’s name stinks through the centuries.

During 2025, Ukrainian polygraph examiners at various forums and discuss a new, «sexual» trend of a group that can be called «vespasian from polygraphology». Here’s part of their videos:

Note that the content of these videos is not a polygraphology. In our opinion, this is nothing more than a sexual exploitation of a polygraph.

At the same time, any trend has followers, and students often surpass teachers.

From the official message of the Kyiv Regional Prosecutor’s Office dated October 2, 2025, which was distributed in a number of media:

«In the Kyiv region, a stepfather had been raping a minor stepdaughter for three years: the prosecutor’s office reported the suspicion.

Under the procedural guidance of juvenile prosecutors of the Kyiv Regional Prosecutor’s Office, a 45-year-old man was informed of the suspicion of committing crimes against sexual freedom and inviolability of a minor child (parts 4, 6 of article 152, part 4 of article. 153 of the Criminal Code of Ukraine). The investigation established: the stepfather, born in 1980, had committed sexual assaults and had repeatedly raped his stepdaughter, born in 2010, for three years — from March 2022 to August 2025.

The girl was not silent. More than once, she told her mother that she had been being abused. But the woman did not believe it, moreover, instead of contacting the law enforcement officers, she took the child to the polygraph. A fake-polygraph examiner who «had checked» the child reported that the girl was allegedly lying.

The victim’s aunt informed the law enforcement officers about the violence against the girl.

 

A fake polygraph examiner (as he was named in an official post of the Kyiv Regional Prosecutor’s Office) turned out to be Viktor Unguryan. He is a member of the National Association of Polygraph Examiners of Ukraine (NAPU) who in 2025 graduated the polygraph examiner courses, conducted by characters of «sexual» videos above. And the courses were conducted in cooperation, surprisingly, with two institutions of higher education…

It is possible that Victor Unguryan, as well as many other members of the NAPU, studied polygraphology online through videos, under the supervision of a teacher who had no right to carry out teaching activities.

In particular, the head of the NAPU Training Center and the main instructor of all organizational processes for teaching (according to NAPU website), Yevgeny Puchkov, is not entitled to hold lectures as part of postgraduate education due to the lack of scientific degree. All his professional experience is limited to working in the company of characters of videos above. You can only imagine what he teaches online.

The substitution of professional knowledge by conducting «20 combat tests» (standard personnel screening) induces a newly trained polygraph examiners with dangerous, unjustified confidence that can have fatal consequences. The situation with the polygraph examination of the child is only what has become widely known.

 

For the public ready to direct their anger at all polygraph examiners and polygraphology in general, note the following:

Forensic psychological examination using a polygraph in the case of minors may be carried out exclusively by a board of forensic psychologists and only after a decision on the possibility of carrying out such work has been taken on the basis of the results of psychodiagnostics.

This requirement is enshrined in SSU 9266:2023 Forensic Psychological Examination of the use of a polygraph. General requirements», valid from 01.05.2024, and in the Methodology for conducting forensic psychological examinations using a computer polygraph, included in the registry of the Ministry of Justice by 14.1.84 in February 2025.

In Ukraine there is a sufficient regulatory framework, including the provision of educational services, so that such fake polygraph examiners do not appear at all. You just have to comply with the existing requirements, or the Vespasians will destroy everything.
