UAPE and DSUIA Signed a Memorandum of Cooperation

During the international scientific and practical forum “Current Issues in the Use of Polygraphs in the Work of Security and Defense Sector Agencies of Ukraine under Martial Law and During Post-War Reconstruction,” which we covered on our website link, the Ukrainian Association of Polygraph Examiners (UAPE) and the Dnipro State University of Internal Affairs (DSUAI) signed a Memorandum of Cooperation.

The agreement aims to promote collaboration between the two institutions, coordinating efforts to advance the scientific potential of polygraphy and enhance the training of polygraph examiners.

This partnership is a natural continuation of our previous collaboration. UAPE highly values DSUAI as a model of “polygraphology in action.” In less than six months, the university organized two major initiatives: the forum mentioned above, which brought together over 300 participants, and a two-week advanced training course for police polygraph examiners using the Method of Detecting Concealed Information (MDCI).

In August-September 2025, DSUAI staff member Natalia Karnaukh successfully completed training in polygraph examiner courses accredited by the UAPE Scientific-Methodical Council at Tetiana Morozova’s Center for Expert Studies.

At the end of 2024, thanks in part to DSUAI’s efforts a training manual was published: “The use of the method for detecting concealed information during polygraph examinations in the work of units and departments of the National Police of Ukraine” (226 pages). It has already become a bestseller among operational polygraph examiners. Link

 

Ihor Mahdalina, acting rector of DSUAI and Tetiana Morozova, President of the NGO “ Ukrainian Association of Polygraph Examiners,” are confident that this cooperation will raise the professional standards of polygraph examiner training, advance research in the field and ultimately, contribute to stronger security and law enforcement in Ukraine.
