Starting from the 2025 – 2026 academic year, the Polygraph Examiner Training School, the Center for Expert Studies of Tetyana Morozova accredited by the Scientific and Methodological Council of the All-Ukrainian Association polygraph examiners (UAPE), is launching a series of advanced qualification programs for practicing polygraph examiners based on curricula approved by I.I. Mechnikov Odesa National University.
From October 20 to 25, 2025, the Center conducted its first certified professional development course titled:
“Specifics of conducting psychological examinations using the polygraph for internal investigations and organizational security”

Before the end of 2025 in addition to the already fully booked primary training courses for new examiners, two more advanced programs are planned specifically for polygraph examiners working in Ukrainian law enforcement and defense agencies.
Graduates of these programs will also receive officially recognized qualification upgrade certificates in polygraphology.

Background. The development of polygraph training under the UAPE
Since 2015 Ukrainian polygraph examiners have had the opportunity to study at one of the country’s oldest and most respected universities I.I. Mechnikov Odesa National University founded in 1865.
This partnership became possible thanks to the openness of the university’s leadership and faculty to innovation and the initiative of Oleksii Dubrovskyi, the first President of the UAPE (2014–2018), who sought to ensure that Ukrainian polygraph training met national legislation.
A key role was also played by Svitlana Lasunova, now Head of the UAPE Forensic Expert Council, whose persistence and meticulous work helped prepare the required documentation for official approval.
Since 2016 the UAPE Educational and Methodological Center has been headed by Dr. Tetyana Morozova, Doctor of Psychological Sciences, author of the first (and still the only) doctoral dissertation in polygraphology in Ukraine, with over 22 years of practical experience and more than 100 scientific publications in legal psychology and polygraphy.
By that time Dr. Morozova already had over 11 years of experience training examiners and was directly involved in launching the first official Ukrainian polygraph courses in 2009 at the National Security Service Academy.
Over the past decade, the UAPE School of Polygraph Examiners has earned a reputation as a prestigious and internationally recognized center of professional training.
The depth and rigor of the program led to the creation of the first Ukrainian best-selling textbook “Polygraphology” (Morozova T.R., 2019, 476 pages), which became the foundation of the curriculum.
In 2023 the school’s methodological base was further expanded with the first Ukrainian monograph in the field, “Methods for detecting concealed information in polygraph examinations” (Morozova T.R., 472 pages).
In 2024 the team co-authored a training manual for the National Police of Ukraine, “Application of concealed information detection methods in polygraph assisted interviews conducted by police units” (Morozova T.R., 266 pages).
This was a logical step as most successful police polygraph examiners specializing in crime investigation are graduates of the UAPE training school.
Today, a certificate from I.I. Mechnikov Odesa National University’s Polygraph Examiner Course is a mark of high-level professional knowledge, skills and practical competence.
Since 2016 our graduates have included specialists from the Armed Forces of Ukraine, State Bureau of Investigations, Security Service of Ukraine, Defence Intelligence Directorate, Special Operations Forces, Prosecutor General’s Office, State Guard Department, Ministry of Internal Affairs, National Police, National Guard, Border Service, Energoatom, Agrarian Fund and numerous higher-education institutions as well as examiners from Azerbaijan and Belarus.
Looking Ahead
The year 2025 has become a time of renewal both for the UAPE, which has undergone internal reform and for our polygraph training system.
After confronting several unethical attempts by opportunists to exploit the Association for profit, the UAPE reaffirmed its non-commercial nature.
From 2025 onward the organization is funded solely through membership dues.
Training in turn will only be conducted by polygraph schools accredited by the UAPE Scientific and Methodological Center, following a model similar to that of the American Polygraph Association (APA).
To receive accreditation, a training institution must demonstrate its ability to provide high-quality education, including:

a formal cooperation agreement with a recognized higher-education institution;

an approved curriculum that offers exclusively in-person primary training for polygraph examiners;

a list of officially published educational materials aligned with Ukrainian national standards (DSTU) and available in public libraries;

a description of adequate material and technical facilities (equipped classroom, certified polygraphs meeting DSTU standards);

and details of qualified teaching staff.
We welcome cooperation with any school ready to meet these standards, for they are guided not by bureaucracy but by our professional responsibility to ensure the quality and integrity of polygraphology education in Ukraine.
