The purpose of the Memorandum is:

  • to develop a comprehensive approach to the use of polygraphs during pre-trial investigations;
  • to establish cooperation and combine efforts in the application of forensic knowledge and practical skills in the use of polygraphs in order to prevent possible errors in the detection and recording of evidence and to improve the effectiveness of the investigation process;
  • to provide scientific and methodological assistance in studying and summarizing the accumulated experience of identifying and recording evidence using polygraphs;
  • developing scientific and practical recommendations for conducting polygraph examinations with the aim of improving the process of investigating criminal offenses and other areas of activity;
  • conducting joint scientific research and implementing joint scientific, scientific and technical, innovative, creative, and production tasks and projects in the field of polygraph use;
  • planning and implementation of innovative educational events (master classes, practical seminars, open lectures, trainings, etc.) on the organization of polygraph use during pre-trial investigations and in various areas of legal practice.

Anatoliy Getman, Rector of Yaroslav Mudryi National Law University, and Tetiana Morozova, President of the All-Ukrainian Association of Polygraph Examiners, are confident that the creation of a single information space in areas of mutual interest; the holding of joint events in the form of scientific and methodological conferences, symposiums, and round tables; lectures, seminars, and master classes devoted to issues of legal support for the use of polygraphs in pre-trial investigations and court proceedings will contribute to the development of forensic psychological expertise using polygraphs and the improvement of methods for evaluating the results of polygraph examinations, analyzing cases of improper provision of polygraph services, and protecting the rights of respondents.

Thank you for the new opportunities for Ukrainian polygraphology!
